These look legit and seem like they were packaged in jan 2025.

I just don't get why they won't respond to the tpms19.

I heard that these ship in deep sleep mode and aren't wakened until they're pressurized or spinning.

The TPMS19 would wake it up. Try sending a message to the eBay seller stating they don’t work and see if they don’t refund your payment.
