you need to be with the car and it running when you go to activate the app as it will ask for confirmation via the in-car screen with either a code to confirm or for you to just hit OK. You might have to try to activate again via the app if you did it and are waiting for the code. With my GF's...

this is a curious question though. im thinking that the Ford Performance Tune would be found during inspection since all 2000 and newer cars use OBDII and visual inspections not the sniff test anymore. Thus the reason why you cant get this tune in CA as of yet. the reality of it though is new...
