So.... Thought I'd resurrect this with an experiment.
I just bought a ST a few weeks ago.. it had a set of TPM sensors installed and they worked fine.

1 I bought a set of 2025 wheels and tires off a fellow board member.. the wheels had NO TPM sensors installed .
2 I bought a new set of TPM's had them mounted to the new wheels.
3 I've removed the the original set of wheels and tires that came with the car and mounted the new set.
4 I started ( there was an errant beep.. but the dash showed nothing) the car and drove around the block ~1 mile.. I unfortunately DID NOT note the pressures from the original set before pulling them off.. BUT the system DOES display pressures.. the suspicious thing is that the "pattern" of relative pressures is the same as the original set.. that is the LF/RF/LR are all the same while the RR is one pound off as it was with the original.

My expectation was that the system would complain about "Un-Registered" or Unknown TPM's were found.. or that there would be no pressures displayed at all.

More to follow.... I'll give it a day or so and report back
<<UPDATE>>
Drove about 10 miles .. 5 miles each way (Home Depot.. parked for 20 mina).... values stayed the same... I'm thinking this dispels the "The car will find them theory"
Guess I'll try trying to get them added to the system next.

<<UPDATE>>
This worked.. Via STJim
"
1. Turn the ignition to on
2. Put the car int relearn by pushing and releasing brake pedal once
3. Push the start button 5 times.
4. Push brake pedal one more time then push start button 6 times
.... Car goes into LEARN MODE with a pop up screen verifying it.
5. Move to LF Hold your "Activation Tool" next to the sidewall next to the valve stem... Horn will beep.
6. Move to RF Hold your "Activation Tool" next to the sidewall next to the valve stem... Horn will beep.
7. Move to RR Hold your "Activation Tool" next to the sidewall next to the valve stem... Horn will beep.
8. Move to RL Hold your "Activation Tool" next to the sidewall next to the valve stem... Horn will beep.
9. Then the screen will show successful.

Time for beer!

The biggest confusion seems to be between RELEARN and RESET Above is the RELEARN the RESET.. where you let the air out is when you rotate your tires

Ok, all the TPMS's went up in the course of 6 weeks. I bought 4 new OEM Motorcraft sensors, confirmed for the 2020 ST. I waited until I had new tires mounted to install them.
I drove apprx 12 miles back home and they were not automatically picked up by the vehicle. I then went for the "relearn" procedure by turning on the ignition and pressing the hazard
light switch 6 times. (pressing the brake and pushing the starter button process did not work) The vehicle beeped once and displayed that it was now in relearn mode. Starting on the left front tire, I let almost all the air out before the horn beeped not once, but twice which told me
the relearn mode had terminated. The dash showed that the relearn process did not take and to repeat. I'm now wondering if the sensors I bought are not good.
Any thoughts? I figured getting OEMs was a fail safe gesture. (shrug)

I had new wheels put on a while back….along with new TPMS off eBay.
All 4 were working fine within a few blocks and are fine to this day. I rotated the tires a couple of weeks back….again everything was fine within a block or so.
As I’ve said many times…if the car is working right nothing else is needed. Anyone that has to go through any procedures has something else going on.

As I posted previously, I bought a brand new set of OEM Motorcraft 315 Mhz sensors off eBay and not one of them worked. I then bought a set off Amazon and not one of them worked either. The problem is, you don't know how old the sensors are and the batteries may be dead. That's why I opted to buy a set from TPMSDirect.com. All their sensors are programmed and tested before they are shipped out. I had one sensor stop working about a month ago and they sent me a replacement at no charge. It did start working again a day or so later and has been good since so I have a spare. Buying off eBay and Amazon is a roll of the dice. They may work and they might not. Some people have never had an issue while others have.

Thanks for the hit. The fact that they weren't picked up on the roll by the ST "and" wouldn't confirm in the relearn process tells me that what's going wrong are the sensors themselves.
I don't think there's any problem with the vehicle which did engage the relearn process in search of the sensors. As BrooseDaMoose mentioned, I could've gotten and old set and
am dealing with dead batteries. I too got these off of eBay.

Thanks for your info Broose. Did you attempt to get reimbursed from eBay?
If you don't mind me asking, what did you spend for 4 at TPMSDirect.com?

Yes. The eBay seller reimbursed me 100% and I just returned the Amazon ones. The regular set with rubber stems is $69.98 but, I got the metal stems in gunmetal gray to match my rims and they were $75.97.
