Passenger door corrosion - any luck with dealers?

I have a terrible strip of surface rust that appeared under a bunch of bubbling, that I did NOT catch when I bought this 22 ST in July of last year.

I know Ford has an 8-year corrosion guarantee but that perforation has to be present. This doesn't make sense to me - why not cover it BEFORE that happens?

That looks like a paint defect that has turned into rust.

Also, I was just in Buffalo for St Patty's Day in the southside. Nearly every vehicle is rusting, I don't miss living there
