Respectfully, I think you're missing the point. If the ecu uses a strategy of injector cut-out while holding open the throttle, there won't be a "vacuum" signal since the throttle isn't closed.

The other question to ask since the BOV is missing from the '21s (and according to @UNBROKEN is disabled in the ECU) is did the turbo change? I only mention it since the Borg Warner EFR series has a surge valve built into the compressor housing. You wouldn't use a BOV with those since it's...
