My 21 is the same except for being filthy and having the connector for a hardwired trickle charger.

Good to know! Mine looks clean for now, but the dealership detailers just coated everything in some greasy film….inside and out.

Unknown connector on fender. | Explorer ST Forum

No one replied to this a few years ago but I assume it is just for some factory test. It has the mating connector on there to protect the pins and a wire looped around to keep from losing it on the line.
