Why does one side of the headlight turn on slowly and see higher light when I replaced the driver's seat?
Replacing the driver seat wouldn’t affect that at all. Are you referring to your passenger side DRL not working?

It's working, but it's slow to respond, and is there a reset or setting when replacing headlights

Where are you talking about?
An electrical ground. A disconnected or poorly connected electrical ground can cause all sorts of issues. I wouldn't know if there is any wiring associated with replacing a seat that would effect the headlights.
