Yes but its not free, you can purchase Blue Cruise if you want it from the Ford Pass APP just go to the connected services section and follow the directions. I believe people have purchased it monthly like before they know they are going on a trip or whatever and want to use it, so ya Don't have to "Subscribe" to it or buy it yearly. I think there is also a chat help function in that section which will let you talk to a real person, so they can probably tell you more and give you the different options.
