I just lowered my Explorer on Eibach springs. took it to a shop I've used before for alignments on lowered cars, they've always done a great job. Showed them the picture of where the rear alignment is and asked for as close to .5 degrees as they could get. They took it back and told me it wouldn't budge. I did a quick search and asked them to unload the rear suspension and try again. They did but were only able to get very minimal adjustment. The rear is still definitely out of spec and they didn't charge anything as they weren't able to adjust properly.

What am I missing here? According to the research I've done from other posts the stock adjustment is enough to get the camber back to spec with the amount of lowering from the Eibach springs. Do I need camber bolts?

You need a better shop…period.
Fair enough, but I'm in an area where we don't really have a lot of options and this place is by far the best we have around for alignments. Any idea on what they might be missing? or is the process as easy as Jack the car up, loosen that bolt, and just simply pivot the wheel accordingly? Does it require a lot of force (potentially they weren't prying on it enough?

If you lift the car and have the wheels hanging you can reach up and loosen the bolt and gravity will do the work for you. Make sure to be safe and have the car on stands and don’t put your hands anywhere they shouldn’t be but after that you can tighten everything up, have them set the toe properly and smirk at them when you show them you’re right.

Thank Unbroken, you're a legend. I just jacked the car up and loosened the nut on the driver's side and was able to adjust everything with barely any effort.... it was clear they hadn't touched this side so I moved to the passenger side and looked at the nut, there were clear witness marks showing they had loosened the nut BUT no witness marks on the bolt head... this prompted a theory...but no, certainly no mechanic would be dumb enough to clearly see a nut with a nylon insert and think they wouldn't have to hold the bolt steady to loosen it...right? To test, I loosened the nut without holding the bolt, it broke loose but only got about .5 of a turn before the bolt started spinning with it, and sure enough it wasn't loose enough to move anything. TLDR; make sure the alignment shop holds the bolt while loosening the nut
