Any chance you're still running to OEM tires? The foam inside the tires tend to come loose and cause a vibration a certain speeds. I replaced my tires due to low tread and the vibration went away.

I believe you have to press and hold down the left and right fold buttons until they cycle down and up. That's what I did about 2 years ago when only one of mine would fold up and down.
