I would buy a new one, dismantle it and resell the individual parts after using the parts that I needed. You may make a small profit.

It's supposed to be used to place the transmission into Neutral, but I could never get it to work.

I had the same noise with a car, turned out to be a wheel bearing, but it cut in around 55-60 mph. Have any of the tires brushed against a curb recently?

All that work for a $20 seal. I looked it up, at least all the "special" tools are available if you choose to use them.
