Have you ensured that it is working visually, could be a spring strength tuning issue. Or maybe it's just not loud enough. My HKS SQV4 makes a satisfying whistle-whoosh even over my 3" thermal w/dp's.

I believe its a good idea to do diffs, trans, and PTU fluids early. It's a known fact that there is a break in period for these things that produces wear byproducts. Same goes for the first engine oil change. I go the extra mile and use a good reputable fluid/lube like Amsoil for replacement...
