Is the only way to keep the DRL's on via Forscan?

I know this is probably a stupid question, but when I have the lights in auto mode and I press the DRL button they don't come on unless I'm in a darker area like a parking garage. Is the only way to get these lights to stay on in all conditions to turn the knob to DRL setting? If so can this be changed in Forscan?

The setting eight before auto is parking lights, which are DRLs. The auto setting keeps DRLs on during daylight (as their name suggests) and headlights on when needed.
