Fen down pipes into Thermal mid pipes into MRT h pipe, the right (passenger) side is pushing more exhaust.
Any suggestions on achieving a better balance of flow from Left and Right, or has this engine/model always favoured the passenger side?

How are you making this determination?

Maybe the design of the passenger cat converter is less restrictive than the driver’s side cat?

I can only quantify it by the sound, even from inside the cabin you can discern the difference.

Sound and flow are not the same thing.
